The Code That Helps, Protects, and Supports the Mental Well-Being of International Students in New Zealand

Updated: Apr 14

The Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 is a set of rules created by New Zealand to make sure students feel safe, supported, and cared for while studying. It’s especially helpful for international students, who may face extra challenges like adjusting to a new culture or being far from home.

This Code applies to:

  • All students in universities, colleges, or other tertiary education providers.

  • Students living in dorms or other student housing.

  • International students of all ages, including those studying in schools.

If you’re a student in New Zealand, this Code is there to help you succeed, feel included, and stay safe.

Why Does Learners Code of Practice Matter to You?

The Code exists to make your study experience safe, comfortable, and enjoyable. It covers everything from your well-being to ensuring you have access to help when you need it. Here’s how it helps:

It Keeps You Safe

The Code requires schools and universities to provide a safe environment for students. This includes:

  • Preventing bullying, harassment, or discrimination.

  • Taking action if something goes wrong to protect students.

  • Making sure your campus, classrooms, and accommodation are secure.

Your school is responsible for making sure you feel protected and valued in every space you use.

Listens to You

As a student, your voice matters. The Code makes it mandatory for schools to listen to feedback from students and make improvements when needed. If you have a problem, schools must have a clear, simple complaints process. They should handle your concerns fairly, quickly, and respectfully.

Helps You Adjust

Starting college or school, especially in a new country, can be overwhelming. Schools covered by the Code provide programs to help you adjust to your new environment. These include:

  • Orientation programs to introduce you to the campus, your classes, and New Zealand culture.

  • Information about support services, such as health resources or student clubs.

These steps are designed to make your transition as smooth as possible.

It Supports Your Well-Being

The Code ensures schools are proactive about your well-being. This includes helping you with:

  • Finding food, housing, or financial assistance if needed.

  • Accessing mental health resources and counseling.

  • Staying physically healthy with advice and programs for a balanced lifestyle.

Your school must provide you with the information and tools to stay healthy and succeed in your studies.

How Does the Code Help International Students?

If you’re coming from another country to study in New Zealand, the Code provides extra support to make sure you feel comfortable and confident in your new environment.

Information Before You Arrive

Before you leave your home country, your school will provide you with detailed information about:

  • How much tuition and living expenses will cost.

  • Accommodation options, such as dorms or homestays.

  • Support services you can use while studying, like health care or career advice.

This helps you prepare for your journey and ensures there are no surprises when you arrive.

Help After You Arrive

Once you get to New Zealand, schools provide guidance to help you settle in. This might include:

  • Tips on adjusting to a new culture and making friends.

  • Information about your legal rights as a student in New Zealand.

  • Advice on working part-time, understanding employment laws, and staying safe.

Insurance and Visa Assistance

Schools must make sure you have proper health insurance for your time in New Zealand. They also help with visa processes and report any issues to immigration authorities to protect your status.

What About Accommodation?

For students living in dorms, hostels, or other student housing, the Code has additional rules to ensure your living environment is safe and supportive.

Here’s how it helps:

  • Clear Information: You’ll know exactly what’s included in your accommodation, from services to rules.

  • Safe Spaces: Your dorm must be clean, secure, and suitable for studying and relaxing.

  • Trained Staff: Staff members working in your accommodation must be trained to handle emergencies, resolve conflicts, and provide support.

If you’re under 18, even stricter rules apply, including supervision to ensure your safety.

Your accommodation should feel like a safe home away from home, where you can focus on your studies and enjoy your time in New Zealand.

What to Do If Something Goes Wrong?

The Code ensures that if you face a problem, there’s a clear process to get help.

If You Have a Complaint

  • You can report any issues, whether it’s about safety, your accommodation, or your school,to your institution.

  • They are required to take your complaint seriously and work on a solution quickly.

  • If you’re not happy with their response, you can escalate the issue to higher authorities, like the Code administrator or dispute resolution services.

Knowing there’s a system in place to handle problems can give you peace of mind.

This Code is designed to protect and support you as a student. Whether you’re local or from another country, it ensures that:

  • You have a safe and welcoming environment to learn and grow.

  • You can access help if you’re struggling with academics, health, or personal issues.

  • Your voice is heard, and your concerns are taken seriously.

By understanding the Code, you’ll know your rights and be better prepared to make the most of your time at college.
