Pax Silica and the New Question of Technological Security

The world is entering a period in which technological capability is becoming inseparable from economic security, national resilience and geopolitical influence.


Artificial intelligence, advanced semiconductors, autonomous systems, cloud infrastructure and increasingly sophisticated digital networks have evolved beyond being mere industries vying for investment. They are now integral components of the infrastructure that supports the functioning of modern societies.


This emerging reality is sometimes captured by the idea of “Pax Silica”, a term that evokes earlier concepts such as Pax Romana and Pax Americana but places silicon, computing power and technological capability at the centre of the new global order.


The comparison is imperfect, but the underlying question is increasingly relevant.


If technology becomes one of the principal foundations of economic and geopolitical power, how should societies build the capabilities they need without creating risks they are unable to control?


The Debate Is Bigger Than Innovation

A significant portion of the public dialogue regarding advanced technology has understandably centered on safety.


Artificial intelligence brings up issues related to employment, misinformation, privacy, surveillance and decision making. Autonomous technologies present challenges concerning accountability and human control. Cybersecurity threats are increasingly complex while reliance on digital infrastructure leads to vulnerabilities that were nearly nonexistent a generation ago.


Concerns regarding human safety should be viewed not as opposition to progress, but as an integral part of the technological challenge itself.


But there is another side to the argument.


Choosing not to develop technological capability does not necessarily protect a society from technological risk.


A country may decide to move cautiously on artificial intelligence, for example, but its citizens, businesses, financial institutions and government systems will still operate in a world increasingly shaped by AI.


The same applies to cybersecurity, semiconductor supply chains, autonomous systems and digital infrastructure.


Technological risk does not stop at national borders.


Building and Protecting at the Same Time

This creates a difficult but increasingly unavoidable policy challenge.


Societies may need to build two forms of capacity simultaneously.


The first is technological capability which includes artificial intelligence, computing infrastructure, semiconductor expertise, cybersecurity, research and advanced digital systems.


The second aspect is protective capability which includes regulation, education, ethical frameworks, institutional competence, security systems, and a population that can understand the technologies that are increasingly influencing everyday life.


These objectives are sometimes presented as competing priorities.


They may be better understood as parts of the same strategy.


Technological development without adequate safeguards can create new vulnerabilities. But safeguards without sufficient technological understanding can quickly become ineffective.


Regulators cannot meaningfully govern systems they do not understand. Governments cannot protect critical infrastructure without cybersecurity capability. Education systems cannot prepare students for technological disruption while treating emerging technologies as subjects belonging only to specialists.

The ability to protect society increasingly depends on the ability to understand the technology itself.


Technological Dependence Is Also a Risk

Another aspect of Pax Silica that warrants more focus is sovereignty.


Countries that fail to develop technological capability do not necessarily remain outside the technological competition.


They may simply become dependent on those that succeed.


Advanced semiconductors, AI models, cloud computing, data infrastructure and technical standards are increasingly concentrated among a relatively small number of countries and corporations.


That creates a different form of vulnerability.


For developing and middle-income economies in particular, the question is not necessarily if they can reproduce the enormous technological ecosystems of the United States, China or other major powers. Instead, it focuses on what capabilities they must develop on their own, what they can acquire through international partnerships and where strategic dependence could pose risks.


Technological literacy thus evolves into more than just an education policy. It transforms into a component of national resilience.


Human Capability Still Matters

Discussing Pax Silica solely in terms of machines, chips and computing power presents a risk because

technology functions within human institutions.


Teachers will have to understand how students use artificial intelligence. Workers will need to adapt as automation changes occupations. Governments will require officials capable of evaluating increasingly technical policy questions. Businesses will need leaders who understand both technological opportunity and technological risk.


This makes education one of the most important components of technological security.


Preparing people for an AI driven economy cannot only involve producing more programmers. It requires critical thinking, digital literacy, cybersecurity awareness, adaptability and the ability to work alongside increasingly capable technological systems.


The societies best prepared for technological disruption may therefore not necessarily be those possessing the most technology, but those whose people understand it.


Beyond the Choice Between Progress and Safety

The emerging technological order presents an uncomfortable reality.


Humanity cannot realistically go back to a pre-digital world due to the risks associated with future technologies. However, we cannot view technological acceleration as an unquestionable goal when it may impact human lives, security, and social stability.


The most constructive stance is found between those extremes.


The question has shifted from simply asking if technology should advance to considering whether our institutions, education systems and safeguards can progress alongside it.


We cannot prepare for a technologically complex future using institutions designed entirely for the past.

Nor can societies assume that refusing to participate in technological development will insulate them from its consequences.


In some circumstances, technological weakness may itself become a security vulnerability.


Perhaps the most important principle emerging from the Pax Silica debate is therefore relatively simple:

The safest society may not be the one that avoids powerful technology, but the one that understands it well enough to govern it.


That requires societies to do something considerably harder than choosing between innovation and protection.


They must learn to build and protect at the same time.


Because the technological future will not only belong to those capable of creating powerful systems, but ultimately belong to those capable of creating the institutions, knowledge and human judgement necessary to use them responsibly.
